Domain Controller Time Keeps Changing

Solution On server
Run command

net stop w32time
w32tm /config /manualpeerlist:pool.ntp.org,0x8 /syncfromflags:MANUAL
net start w32time

(The pool.ntp.org is a round-robin of random selected NTP servers)
